Pul cautions SSA teachers of termination, claims overdraft as false rumour

ITANAGAR, May 01: Chief Minister Kalikho Pul on Sunday strongly warned the agitating contractual teachers working under Sarva Shiksha Abhiyan(SSA) in the state stating that contractual service of those teachers who will resort to and participate in dharna and agitation in the near future will be terminated. Chief Minister was agitated by peaceful dharna staged by SSA teacher on Thursday.
"SSA teachers are purely on contractual basis according to agreement; they have no right to claim for regularization, however, the welfare government has given commitment to regularize them whenever posts created by giving 25 percent quota.
Chief Minister observed that considering the difficulties and hardship being faced by SSA teachers, his government has given order to disburse monthly salary and placed three-month corpus fund exclusively for SSA teachers so that there should not be problem of salary and wages. Terming the dharna as politically motivated, Pul said, "Despite my all efforts to address their (SSA teachers) problems, they went on dharna which really saddened me".
Clarifying the financial position of the state government, he said the rumour of overdraft was spread with an ulterior motive. "At no point of time, there had been overdraft, it was only temporary withhold due to process of reconciliation to settle the account" he said.
Pul further blamed Tuki led government for creating huge financial liabilities to the tune of Rs 2421. 69 crore, adding that the practice of Civil Deposit was adopted to conceal the facts that money specified for important works and public welfare programmes were spent for other purposes.
Pul warns A/Times of legal action
ITANAGAR, May 01: Chief Minister Kalikho Pul on Sunday warned The Arunachal Times of legal action for allegedly disseminating wrong information to people on the financial crisis in the state. Chief Minister was reacting at a news that appeared in this daily on April 7 with the caption, "Financial mess continues in Arunachal" where-in this daily reported on the financial crisis leading to overdraft.
Terming the report false, Pul said that without verifying the facts, such reports should not be published as it maligns the government's image. He was clarifying that instruction given by his government to withhold payment of salary, bills etc was purely temporary in order to settle the accounts during the financial year end. He went on to claim that false report of overdraft has created misconception among many organisations against his government.
Stating that there was no overdraft, rather the state is financially sound, he went on to claim that his government closed last financial year (2015-2016) with a positive cash balance of Rs 1201.03 Crore and opened it with amount of Rs.1761. 88 Crore which includes share of Central Taxes released by Ministry of Finance, Govt.of lndia to the tune of Rs.562.01 Crore on April 1, 2016.
Bandh callers declared unlawful under APPUA Act

ITANAGAR, May 01: Terming the 12 hours Capital Complex bandh called by All Arunachal Contractors Welfare Association (AACWA) illegal, Chief Minister informed the media persons that his government will firmly deal with bandh callers. Few people with vested interest cannot take the state for ransom, he said. He also said that his government will not tolerate bandh culture as it is detrimental to the state growth. Cases have been registered against bandh callers in various police stations, CM revealed.
Chief Minister further informed that Officer in-charge, Itanagar Police Station has been suspended on the ground of negligence of duty by booking the bandh callers under bail-able sections of law.
Earlier, Chief Minister had reportedly instructed respective OCs to register case against bandh callers under non-bailable section; however OC Itanagar has allegedly let off the bandh callers by booking them under bailable section.
Meanwhile, Itanagar Capital Complex, Deputy Commissioner, Sandeep Kumar Singh has notified Takam Padu and seven others of All Arunachal Contractor's Welfare Association as unlawful persons under section 2(viii) of the Arunachal Pradesh Prevention of Unlawful Activities Act, 2014.
Accordingly, the SP Capital Complex has also been directed to detain them with a view to prevent them from acting in any manner prejudicial to the maintenance of the daily supply and service essential to the public and maintenance of public order in the Capital Complex.
Any of them when found would be arrested and put behind the bar, informed the DC Singh in a meeting held on Sunday in his Office Chamber, which was attended by the administrative officers and police in connection with the bandh call given by All Arunachal Contractor's Welfare Association on May 2.
Parliamentary Secretary Home, Paknga Bage said that there would be zero tolerance against any such illegal activities by any group and the state government is serious about the issue. Bage also stressed that district administration should ensure that public are aware that adequate security measures have been taken by the administration and that normal life should continue as usual in the Capital Complex.
The DC also informed that adequate security measures have been taken by the District Administration and asked the magistrates and police to work in coordination with each other.
The DC further appealed to all the business establishments, educational institutions, medical establishments and government offices to remain open. He has also appealed to the Market Welfare Committees and transport associations to cooperate and ensure that all the shops, petrol pumps etc. remain open and all the vehicles ply as usual.
During the meeting, the SP presented an assessment of the forces available with the department and also the status of the deployment of the forces. The SP was also asked to deploy the forces from Sunday night itself so as to ensure that there is no untoward incident or breakdown of law and order in the Capital Complex. DIPRO
Bandh call denounced
Bazaar Welfare Committee (BWC), Naharlagun strongly opposed the proposed bandh called by All Arunachal Contractor's Welfare Association on May 2 and termed it as meaningless, illegal and unconstitutional.
Bandhs had never been solution to any problem and issue rather it harass the common public, more particularly the daily wage earner, the BWC said.
BWC appealed to the business community in the capital complex and daily wage earner not to co-operate with the bandh sponsors. It instructed all shop owners of the capital complex to run their business as usual. Actions, like suspension for seven days, would be initiated against those shops which are found closed during the proposed day. The market committee also asked them to inform police immediately, if the bandh callers force them to close their shops.
The waste management challenge in twin Capital

It had been a welcome move when Urban Development and Housing Department resolved for door to door garbage collection from May 1. It was a call to get involved by May 1 for all those divisions not carrying out door to door garbage collections.
It is pleasant to know that many district headquarters have started the exercise. While in twin Capital, it is altogether a different story. And with the month already on, the sight here is still the same like it was in April and months before that. Apart from few sectors, majority of the areas have been left untouched. No one comes to pick up garbage and there is no site of garbage bins or dumps where residents can throw their wastes forcing them to throw the garbage on the river banks.
"No one comes to pick up garbage and there are no dumping points here either. We burn the wastes in the evening," shared a shopkeeper at A-sector, Naharlagun.
"Earlier, they came door to door to collect garbage. They use to whistle to let people know that they have come. It is not being practiced anymore," says Bobita of G-extension, Naharlagun.
Itanagar Municipal Council (IMC), Chief Municipal Executive Officer, Habung Lampung clarifies that the decision to carry out door to door garbage collection was taken by UD & Housing Department and that it has nothing to do with the workings of IMC.
"We are an autonomous body. Door to door garbage collection exercise is a gigantic task. With the kind of manpower and machineries that we have and the population so haphazardly settled, it will take time," he said.
The CMEO informed that IMC is coming up with a permanent solution to the garbage menace in the Capital. The defunct municipal solid waste management plant at Chimpu has finally started functioning.
In the meantime while IMC looks on for a tangible solution to tackle the garbage menace in the Capital, it is observed that the solution is not only in the disposal of wastes but a lot to do with the residents understanding the value of keeping public places clean. Placing garbage bins or dumps in strategic locations in each locality where residents can deposit their domestic waste will make it a lot easier to keep the localities clean if at all door to door collection is not possible.
Municipalities need to come up with awareness campaigns to help people inculcate the habit of proper disposal of garbage. Else it becomes a sham when our idea of proper garbage disposal is limited to only keeping our houses and surroundings clean by throwing the wastes on the roadside and clogging the drains.
Three persons arrested for Pachin Colony murder case
ITANAGAR, May 01: In a swift action, Capital Police have arrested three persons in connection with gruesome murder of one Radhi Tallang at Pachin Colony on Friday night. The arrested were identified as Bengia Taluk (40), S/o Lt. Bengia Tajik, of Yapak village under Koloriang police station in Kurung Kumey district, Hillang Talo (37), S/o Lt Hillang Takkar, of Jampa village under Doimukh police station in Papum Pare and Riya Chabuk(26), S/o Riya Tagi, of Nyolo village under Koloriang police station in Kurung Kumey district.
Capital Police team led by SDPO Jummar Basar accompanied by Officer in Charge C. Longri, SIs Gejum Basar, T Modi and W Wangsa arrested the alleged accused after analyzing calls data records (CDR) of deceased which was linked with one of accused Hillang Talo , said police. Both Hillang Talo and Riya Chabuk were picked up from Paching Colony itself and Bengia Taluk was arrested from his rented house at Popu-II, Naharlagun at the intervening night on Saturday, police added. One modified fire arm and two daos were recovered from them which they used to commit the heinous crime, police informed.
Further, Capital Police revealed that as per the preliminary inquiry, it appeared to be a revenge killing as deceased had allegedly beaten up accused Riya Chabuk during their stay in jail in years ago. In order to take revenge, accused Riya Chabuk had called deceased Radhi Tallang to Pachin Colony on fateful night of Friday last. Accused Bengia Taluk shot deceased Radhi Tallang with firearm at forehead. Later, accused Riya Chabuk slit the throat and accused Hillang Talo threw the body away after inflicting injury on the back of the deceased with a dao, said Police. A case (no. 78/16 U/S 302/34 IPC) has been registered at Naharlagun Police Station. Police also stated that all three accused have confessed to committing the crime during interrogation.
All Tallang Welfare Society (ATWS) has strongly condemned the gruesome murder. In a statement, ATWS expressed shocked at the murder and requested civil societies and NGOs to stand united to condemn such heinous crime. ATWS also hailed the Police department, particularly Capital Police for cracking the case within 24 hours and appealed to the police authority to nab other accomplices involved in the killing. Appalled by murder incident, the society further appealed to Governor and state government to ensure accused be given exemplary punishment. The society also warned the authority that if it fails to give capital punishment to perpetrators, the society will take its own course of action as per the customary law.
In a separate statement, East Kameng Social Welfare and Cultural Organisation (EKSCWO), East Kameng Middle Zone Students Union (EKMZSU) and Pakoti Valley Welfare Society vehemently condemned the incident.
Terming the incident as cowardice and condemnable act, EKSWCO urged the authority to deal stringently with the accused. The district parental organisation further stated that criminals do not belong to any community and tribe. EKMZSU and PVWS also urged law enforcing agency to book the culprits under strongest section of the law so that such crime do not occur in future.
Lawyers to abstain from appearing as PP, SDC

PASIGHAT, May 01: Expressing resentment over non-clearance of pending professional/appearance fees of District Panel Lawyers engaged as Public Prosecutor (PP), State Defence Counsel (SDC) and Amicus-Curie in the Court of Addl. District & Session Judge and the Chief Judicial Magistrate at Pasighat, the East Siang District Bar Association (ESDBA) has decided to abstain from conducting trial of the cases as PP, SDC from May 2 till further clearance of their outstanding bills.
The decision was taken in an ESDBA emergency meeting held on April 30. The decision is likely to hamper the normal proceedings of the Court of Addl. District & Session Judge and the Chief Judicial Magistrate at Pasighat.
The Bar Association stated that, they had already submitted a petition last year seeking early clearance of the pending bills to the Govt to solve their demand by March 31, 2015. Non-clearance of the professional bills not only affects the livelihood of the lawyers but also hampers the trial of the cases as the lawyers are reluctant to attend the Court, said ESDBA President, Toning Pertin.
Arunachal Pradesh has no permanent post of Public Prosecutor, Special Public Prosecutor and Additional Public Prosecutor, due to which the Presiding Officer of the Court appoints the PP and SDC and Amicus-Curie from the District Panel Lawyers on case wise basis. Accordingly, the trials are conducted by the PP, SDC etc., but fees due to them have not been paid.
One dead, two injured in Khonsa storm
KHONSA, May 01: A person died while two others were grievously injured in a storm which hit Khonsa Townhip, headquarters of Tirap district during the wee hours of May 1. Many houses were also damaged in the storm.
The dead identified as Md. Jubir Ahmad (21) and injured are construction labourers from Karimganj, Assam. The injured have been admitted in District Hospital, Khonsa.
Expressing shock and grief over the accident, Tirap Deputy Commissioner, Ravi Jha has assured to extend all help and cooperation to the victims.
DDMO P. Duggong informed that ex-gratia to the diseased and the injured would be paid as per existing norms after completion of all official formalities.
DFO Khonsa, Bittem Darang has announced Rs.5000 for the family members of the deceased and Rs.2500 each to the two injured persons as immediate relief.
Meanwhile, the Governor J P Rajkhowa has also expressed shock and grieved the dead. He also prayed for early recovering of the injured.
The Governor has announced an amount of Rs. 1 lakh to the next to the kin of Jubir Ahmed and amount of Rs. 25000 to the injured. The amount will be placed under Deputy Commissioner, Tirap district for disbursement.
Further, the Governor has once again appealed the people to take necessary precautions and be more careful during natural calamities.
He also advised the state Government and District Administration to take utmost care to ensure safety and security of the people and issue advisories in the form of do's and don'ts in English, Hindi and other local dialects for the benefit of the common man.
Chief Minister Kalikho Pul has also condoled the death of one more person at Khonsa due to cyclonic storm early this morning. The Chief Minister has announced an ex-gratia relief of Rs 4 lakhs to the next of kin of the diseased family and to the injured person as per norms.
Public meeting to protest Monk remarks
TAWANG, May 01: A public meeting followed by a rally was organised at Parade Ground on Sunday to protest against the remarks made by Lama Lobsang Gyatso regarding the nationality of the Abbot of the Tawang Monastery Guru Tulku Rimpoche.
The meeting and the rally witnessed participation from all over the district, informed an official release . No case of any untoward incident was reported with police personnel and magistrates deployed at various sectors to maintain law and order. CACP discuss agricultural productivity, marketing with Commissioner
ITANAGAR, May 01: Commission for Agricultural Costs & Prices (CACP), Ministry of Agriculture and Farmers Welfare, GoI, members, D.S. Raghu and K. Pradhan called on Commissioner (Agri & Horti), Hage Khoda to discuss on productivity of agricultural crops, methodologies for efficient procurement of agriculture produce and also issues relating to marketing of agricultural surplus of the state.
The CACP members discussed the issues along with the officials of the department which included Consultant, A K Purkyastha, Director Agri-Marketing, Kesang Tsering, Jt. Director, Nini Pertin, and other senior officials.
After a brief visit to East Siang, the CACP members on Sunday morning visited the APMC market at Ganga Itanagar and Sunday Market at Naharlagun near Helipad. Secretary APMC, Okit Palling and APMC members, Yumlang Achung, Khoyda Tanik and Kipa Taniang accompanied the CACP members.
Commission for Agricultural Costs & Prices is mandated to recommend minimum support prices (MSPs) to incentivize the cultivators to adopt modern technology, and raise productivity and overall grain production in line with the emerging demand patterns in the country. Assurance of a remunerative and stable price environment is considered very important for increasing agricultural production and productivity since the market place for agricultural produce tends to be inherently unstable, which often inflict undue losses on the growers, even when they adopt the best available technology package and produce efficiently. Towards this end, MSP for major agricultural products are fixed by the government, each year, after taking into account the recommendations of the Commission. CACP submits its recommendations to the government in the form of Price Policy Reports every year, separately for five groups of commodities namely Kharif crops, Rabi crops, Sugarcane, Raw Jute and Copra.

Govt. committed to welfare of workers: CM
ITANAGAR, May 01: Chief Minister Kalikho Pul has reiterated his government's commitment for the welfare of the working community
The government is fully aware of the hard work, labour and sweat of the workers due to which we are able to enjoy the facilities and products available to us, Pul said while addressing the International Worker's Day celebration at IG Park here on Sunday.
Appreciating the enormous contributions of the working community in progress, growth and development of the State, the CM announced to increase welfare benefit schemes of Arunachal Pradesh Building and Other Construction Workers Welfare Board (APB&OCWWB).
He informed that the State Government has recently amended the Arunachal Pradesh Building and Other Construction Workers (regulation of employment and conditions of service) Rules, 2006 to ensure cover under death benefits for registered workers.
Under this scheme, Rs 50,000 will be paid in case of normal death to the nominee or members of the deceased as death benefits while the benefits in case of accidental death while in service would be Rs 1 lakh.
In addition, the registered workers will also be covered under the benefit of Pradhan Mantri Suraksha Yozna and Pradhan Mantri Jeevan Jyoti Bima Yojana, Pul said.
The state government is deeply concerned and well aware of the plight and difficulties of working class in supporting their children's education, the CM informed that financial assistance would be provided through Labour Board.
He also announced that for those pursuing diploma courses and other pre-degree courses, the Board would bear one-time expenditure to the tune of Rs 10,000.
On housing loan, the CM said that the existing loan of Rs 50,000 available to the registered workers has been enhanced to Rs 1 lakh.
For medical assistance, the state government said the existing benefit of Rs 200 for first 5 days and Rs 20 for every subsequent day has been enhances to Rs 2000 and Rs 100 respectively. Also, the CM announced that the disability pension of existing Rs 150 has been enhanced to Rs 1000.
He assured that during his rule, it would be ensured that the working class would be provided with free treatment and free medicines. He further informed that the existing financial assistance of Rs 5000 available to the worker for purchase of tools has been enhanced to Rs 15000.
To ensure equal job opportunities for all districts and so that no region or communities are deprived, the CM announced that the recruitment to the group C&D posts created would be filled up at district level only. He informed that all departments have been issued directives not to fill up such posts directly at state level.
The CM said that the state government would fully consider appointment on compassionate ground to the successor of the casual and contingency employees on the basis of their employability.
Identifying that the auxiliary labour corps (ALC) have not been yet given a designated post, he informed that the state government would soon work out modalities on the matter. The CM lauded the contribution of ALCs in carrying loads to far-flung places in the state, since its inception into service 30 years back.
To prevent out of turn promotions, he informed that the directives have been sent to conduct departmental promotion committee (DPC) meeting twice in a year. Such dubious means adopted to supersede seniors has demoralizing effect on the employee affecting their scope for promotion and for regularization, said the CM.
In view of the meager wages paid to the casual and contingency workers, he informed that the state government would be provided free water, which would be extended to rural folks as well privately employed workers.
Pointing out the poor hygiene in health institutions, the CM said that the post of sanitary assistant and sweeper be left for those who are willing to do that job.
Labour and Employment Minister Kumar Waii, MLA Tesam Pongte were present among others, on the occasion.
Earlier, All Arunachal Pradesh Workers' Union (AAPWU) has demanded constitution of three more Labour Welfare Boards-Arunachal Pradesh Contract Labour Board, Arunachal Pradesh Labour Welfare Board and Arunachal Pradesh Workers Education Board.
Though the Centre has already directed the State authority for constitution of the three Boards yet the Boards have not been constituted, lamented AAPWU Secretary General Techi Tara while submitting a marathon memorandum to the Chief Minister on the occasion of May Day celebration at IG Park here on Sunday.
Arunachal Pradesh Building and Other Constructions Workers' Welfare Board is the only Labour Welfare Board in the State that is looking after the welfare activities of the workers, he said.
Some of the major demands of the AAPWU's 33-point memorandum included revision of wages of workers on the basis of seniority and educational qualification, regularization of casual and contingency works by creating group "C" and "D" posts, enhancement of grade pay of ITI certificate holders/meter readers, abolition of Muster Rule system from various departments, permission for head counting of contingency and casual workers under various departments, release of ad-hoc bonus, appointment of one of the eligible family members on compassionate ground (in case of death of the dependent), timely conduction of DPC and inclusion of AAPWU member(s) in the committee, allocation of fund in the AOP for Labour and Employment Department, increasing benefits to workers under APBOCWWB like housing loan, tool advance, maternity assistance, old age pension, disability pension, normal and accidental death benefits etc. grant of six months maternity leave for women workers, relaxation in water and electricity bills, separate fair price shops for workers in all districts, authorization to district labour officer for issuing labour license, separation of Employment Department from Labour Department, Shram Ratna, Shram Bhusan, Shram Veer/Veerangana, Shram Shri/Devi awards to most efficient, sincere and hard working labourers and preparation of fresh recruitment rules etc.
May Day was also celebrated throughout the State by various trade and labour unions with an urge to respect the dignity of labour.
Addressing the workers on the occasion of May Day celebration at Congress Bhawan organized by State unit of Indian National Trade Union Congress, Arunachal Pradesh Congress Committee vice president TC Tok advised them to maintain discipline both at work place and home. He also advised them to be extra cautious at work place to avoid any unforeseen incident that may happen due to the prevailing severe and unfavourble climatic condition.
Describing Arunachal Pradesh as mini India, he called upon the workers present, most of who were non-Arunchalees, not to feel alienated rather feel here like home away from home as the people of the State are always with them.
The APCC vice president also advised them to educate their children properly.
APMCC president Kamla Linggi informed the workers of their constitutional rights while INTUC secretary general Kenkar Yomcha highlighted on various welfare measures and schemes of the government for the workers.
State NSUI president Tanu Nima also spoke.
Governor unhappy with Police Check Gate facilities
ITANAGAR, May 01: The Governor of Arunachal Pradesh J P Rajkhowa, who is on the way to Mumbai via Guwahati by road for an official tour, made an unannounced visit to the Police Check Gate, Hollongi on Sunday.
Although impressed by the cleanliness around the Check Gate, the Governor expressed unhappiness on the facilities and infrastructure. It was found that the checkpoint and reporting counter for checking ILP of visitors entering Arunachal Pradesh and also recording data of all incoming and outgoing vehicles, is in a shabby shape and temporary structure. The barrack for the security personnel is in pathetic condition with cracks in the walls and rusted and perforated and half damaged tin roofing, which is likely to be easily blown away by cyclones and damaged by heavy rain and hailstones.
It was also noted that there is a shortage in strength of security personnel as one Sub Inspector, an Assistant Sub Inspector have been monitoring the post and keeping vigil round the clock with 14 security personnel which includes 9 APP constables and 5 IRBn Jawans. For exercising 24 hours vigilance round the clock, the Governor suggested that two to three Sub Inspectors and two Assistant Sub Inspectors needs to be posted.
There is no vehicle in running condition at the Post as the lone Gypsy, which has already covered more than 1 lakh kms is reported to be out of order. The Governor also suggested that the vehicle needs to be replaced immediately for efficient and effective functioning of the check gate personnel in case of any emergency situation and that would be chasing out a vehicle crossing the gate giving false information of registration, vehicle and entry pass. Similarly at least one motor cycle should also be provided as presently it's not there.
The Governor also advised that the transmission tower needs to be maintained properly by immediate painting as some portion has become rusted. It was found that out of the four cameras installed, one close range camera was found defective.
The Governor, who went through the Inner line Permit (ILP) entry book, found that there is no sample ILP or signature of authorised officers like Deputy Resident Commissioner (DRC) and Assistant Resident Commissioner (ARC) etc. for crosschecking fake ILP. He also said that there is immediate need to provide high powered under view mirror for strengthening anti sabotage check.
Although, Hollongi Check Gate is one of the most frequent and one of the main entry points to the State, particularly for those coming to State Capital, there is no ILP issuing authority or office at Hollongi gate, like that in Banderdewa. It is devoid of toilets or washroom for visitors and tourists. The Governor felt that washroom facility should be built immediately with provision of drinking and not waiting till launching of integrated check gate (ICG) proposal. He noted that the toilet used by the constables in the barracks is in devastated condition with cracks in the walls, no running water supply with the old Indian style fittings in the toilets. He advised them to replace it with western style fittings to make it more convenient for old age people.
There is no security fencing or wall around the compound except a small portion towards the eastern side. The Governor felt that proper security fencing around the check post covering the land space of the Government should be done on priority so that there is no attempt to encroach it.
The Governor expressed hope that the Chief Minister and State Home Minister, would issue necessary directions to the concerned authorities for plugging the loopholes and updating the Check Post by rectifying the deficiencies and also by providing facilities of hygienic washrooms with toilets and running water for tourist and visitors.
Rebia visits Balijan and Tarasso circles
ITANAGAR, May 01: MLA Doimukh, Nabam Rebia visited important ongoing developmental projects under Balijan and Tarasso circles on Saturday. He was accompanied by Paum Pare Deputy Commissioner, Pooja Jain and head of departments of the district.
Verifying the ongoing projects of the circles, Rebia also apprised and discussed the various parameters for early completion of all ongoing projects.
Addressing a public meeting at Tarasso in the premises of the newly inaugurated Inspection Bunglow, Rebia apprised the people on various developmental activities that have been taken up in Tarasso circle. He asked the people to create developmental friendly atmosphere and to maintain peace and tranquility.
Speaking on potential of fish farming, Rebia also asked the people to practice the fish farming for better source of income in future. He also asked the people to maintain and beautify Gera Lake to make it a tourist spot and promote tourism in Tarasso area.
Rebia alongwith DC and all HoDs released fish seeds in Gera lake which was organised by Fishery Department, Papum Pare.
At Balijan, Rebia interacted with the public to know their problems and grievances.
Addressing the people, DC Pooja Jain assured that the district administration is fully committed to develop the people living in border areas like Tarasso and Balijan, however it will not be possible without public co-operation and support.
DC also informed the people to maintain status quo on the border issue as the case is still going on in supreme court and called upon the people to maintain peace and tranquility to prevent any untoward incident and if any problem cropped up they should immediately inform the CO and action will taken up immediately.
DMO Papum Pare also requested the people to co-operate with the staffs detailed for DDT spraying in their homes and informed that there is abundance of medicines in district stores and they should collect the medicines when there is shortage.
DDSE T.T Tara stated that support from public, PRI members and GBs is must for smooth functioning of schools, teachers and its staffs.

New police station inaugurated
ZIRO, May 01: The new police station building at Ziro was inaugurated by Lower Subansiri DC Kemo Lollen on Sunday.
Addressing the gathering, DC Lollen said that Police, civil societies and the public have to work in tandem for a crime free society.
Lauding SP Tumme Amo for his untiring efforts to control crime in the district, Lollen said the crime rate has drastically reduced in the district and all the stakeholders will have to continue the efforts jointly.
SP Amo highlighted the achievements of the police department in the recent few years. Many sensitive and critical cases were solved in between 2014-16. These included Yazali bank robbery case, the looting and stabbing of a salesman of Joram Wine Shop, Hapoli, the murder and rape case at Govt. Higher Secondary School, Hapoli premises etc.
SP Amo informed that the government has sanctioned two police beat posts at Pai gate which is the entrance of Ziro and at Pine Grove which is the exit and installed 9 CCTV cameras at strategic points which would definitely prevent criminals from committing crimes and escaping. Informing that the lockup of the new building has the capacity to accommodate 10 inmates and an overcrowded UTP cell, he appealed for a new jail. Acknowledging the contributions of the NGOs and the student unions in carrying out combing operations, he expressed gratitude and expressed expectation of such cooperation in future as well.
Attending the function Hapoli Market Traders Association Secretary, Dusu Tamang and Hapoli Market Committee secretary, Mihin Doilyang expressed giving full cooperation to the police department in maintaining peace and law and order in the town.
AYA president Taku Chatung reiterated the need for strict tenant verification. He also suggested for police as Green Corps to take forward the vision of Greener and Cleaner Ziro.

Gombu features in Bollywood film - Bhaagi
ITANAGAR, May 1: Thutan Gombu has come a long way from being a PA in ADC office at Jang to feature in a mainstream Bollywood movie - Bhaagi.
The 25-year-old might be the first ever actor from the state to act in a Bollywood film. Baaghi was released last Friday.
Gombu who hails from Jang Namazing village from Tawang had to toil it the hard way to reach where he is today. After completion of high school from Tawang, he moved to Kolkata for Hospitality Management course as well as in-flight service course. At New Delhi, he worked as a Manager in a restaurant. After a couple of months, he got recruited to work in a Subway restaurant at Dubai in UAE.
Working in Dubai, Gombu started to look out for his childhood goal and passion of being a model. As fate had planned, he got the first break as a model to promote the Nissan brand. After the success, Gombu looked out for more works and got offers in short movies, music albums and shoot for print advertisements.
In Dec 2015, Gombu moved back to India and tried his luck in Bollywood. Without any idea about Bollywood and with no friends, it was a big challenge for him. Again his luck and hardwork secured him couple of TV commercials, web advertisements and the movie.
Hayuliang cut off
ITANAGAR, May 01: Road communication to Hayuliang remained cut off on Sunday following landslides triggered by heavy rainfall.
Massive landslides have occurred in several places destroying three Govt. quarters and the CC step of Chingraliang village. One Cardamom drying shed was also washed away, informed Hayuliang ADC B Towsik.
However, men and materials were evacuated to safer places.
Road connectivity between ADC's official residence office is also disrupted.
The ADC and CO Dr. Tojum Ete along with a team of Sub-Divisional Disaster Management Committee visited flood prone areas of the town at 1.30 am and instructed the dwellers to move to safer places until rain recedes.
The Offices of the ADC, Forest Range, PWD Sub Divisional and the SB1 building are also under the constant threat of landslide, the ADC said. Meanwhile, there was report of heavy and constant rainfall in the district triggering more landslides. Anjaw has witnessed unprecedented 26 rain days this year so far.
Landslides and flood have become regular phenomenon in the district since last many years.
In a Disaster Affected area report forwarded to the Government of Arunachal Pradesh, Deputy Commissioner M Riba has appealed to the Government to consider engagement of a team of Scientist/Experts to study the unnatural climatic condition of the area.
AR extend help to border villages
KHONSA, May 01: The 16 Assam Rifles under the aegis of Headquarters 25 Sector Assam Rifles provided basic stationary items to school students of Lonyan village under Laju Circle in Tirap district. Around 50 children were provided with the aid.
In yet another attempt to extend help to the villagers of border areas, 20 solar lamps were provided to all villagers of Kampong village under Wakka circle, Longding district.
Meanwhile, Khonsa Battalion of Assam Rifles had organised interactive sessions at Khanu and Kunsa villages under Longding district. The sessions discussed improving military-civil relations, curbing insurgency and creating an insurgent free environment. The villagers were also provided 400 solar lamps by the Assam Rifles. The camp was made successful with the help extended by a Bombay based NGO- ECO solutions.
Students appeal for postponement of agitation
ITANAGAR, May 01: Galo Students' Union (GSU) and West Siang District Students Union (WSDSU) have appealed for immediate postponement of the proposed phase-wise agitation by West Siang Trans-Highway Monitoring Committee on May 3 and 9.
Both GSU and WSDSU said that they respect and support the issue taken up by the Committee; but their first and second phase of agitation coincided with College examinations due to which majority of the students will face problem in reaching the examination centres.
It said that majority of the college students reside in different parts of Aalo and its nearby villages. The case is also same for DPGC, Kamki.
Meanwhile, GSU reminded the West Siang District Administration of its representation submitted earlier demanding on-spot assessment and deletion of all the fake entries in compensation estimates of trans-Arunachal Highway from Tai to Bame and Gabu.
The works for the said stretch of the road has already been allotted to a private firm but due to non-finalization of compensation, the work is yet to take off, the GSU said, and strongly appealed to the district administration to complete the verification process.
EDP for PMEGP beneficiaries
ITANAGAR, May 01: A total of 35 PMEGP beneficiaries of Papum Pare and Lower Subansiri districts have undergone six days Entrepreneurship Development (EDP) training programme conducted by Arunachal Pradesh Rural Bank Rural Self-Employment Training Institute (APRB-RSETI) of Papum Pare, Nirjuli from April 25 to 30.
All the trainees were given EDP training certificates in the end of the training on April 30.

AR distributes solar lamps

MIAO, May 01: The second phase of solar lamp distribution by Jairampur based 13 Assam Rifles under the aegis of HQ 25 Sector AR was carried out here on Saturday.
In all 80 solar lanterns were distributed to the residents of Songking, Ningrang and New Khamlong villages under Miao sub-division.
The 13 Assam Rifles representatives distributing the free solar lamps assured more such assistance that will help to uplift the socio-economic condition of the rural areas.
They also urged the cooperation of the rural folks in maintaining peace and tranquility in the region.
In a backdrop where power failure is a constant occurrence, the initiative of 13 AR is hailed as life saving by all the beneficiaries. The GBS, PRI members and villagers expressed their gratitude and hoped that Assam Rifles will continue to assist in uplifting the socio-economic status of the rural populace.
A Mumbai NGO Eco-Solution headed by Yatendra Agrawal provided the solar lamp and was also instrumental in distributing solar lamp in Manipur and Nagaland.
Skill development programme
ITANAGAR, May 01: An eight-week skill development training programme on electrical wire and goods repairing and servicing concluded on April 29 last. Participants were given tool kits and training completion certificates.
Organized by North Eastern Industrial and Technical Consultancy Organization Limited, the programme was sponsored by National Research Development Corporation (NRDC).
Website for Lohit Libraries launched
ITANAGAR, May 01: NIC Roing has fulfilled the social mandate of NICs to reach out to the people to serve them, and they deserve all kudos, said Lohit Deputy Commissioner Danish Ashraf.
Launching the website of the Lohit Youth Library Network in Tezu on Sunday, Ashraf hoped the website would help mobilise support from all around the world to spread and promote reading habits across the state.
Referring to the Arabian Nights stories that helped him to master Urdu, he advised the students to read extensively.
He assured that the library website would be put on the "My Lohit" mobile app that he is making for the district.
The DC also assured all support and patronage from the District administration to strengthen the Library Movement.
The website was designed by Addl DIO, NIC Roing Chow Willa Namshoom as a token contribution to the Library Movement with the active support of his colleague Yagru Linggi.
Elaborating on the website design, Chow Willa Namshoom, explained how the 'Drupal' system enables even activists from distant library units to themselves upload data, without waiting for a central web-administrator.
A team of reader-activists from APNE Library, Wakro and Medo Library presented a session of book reading, recitation and story-telling on the occasion before the guests demonstrating how the activists strive to stimulate interest in reading among the youth and parents.
Dolo exhorts officers to work with devotion
ITANAGAR, May 01: Deputy Chief Minister Kameng Dolo asked the officers of Textile and Handicrafts Department to carry out their assigned duties and responsibilities with utmost sincerity in order to make his department frontrunner among various other departments.
Dolo, who also holds the additional charge of Textiles and Handicrafts Department, said this while chairing a coordination and review meeting of the department in the Conference Hall of Rural Works Department here on April 29.
Parliamentary Secretary (Textile and Handicrafts) Zingnu Namchoom gave priority on the maintenance and renovation of departmental assets. He said to streamline transfer and posting of department staff in consultation with the Head Office.
While assuring to look into various grievances of the District Officers, he suggested them to seek the help of their respective district administrations on the land encroachment problem.
Commissioner, Textile & Handicrafts Tahang Taggu also advised the District Officers to be sincere in their duties.
Joint Director (Textile & Handicrafts) Haj Dodung highlighted various activities and achievements of the department.
The meeting was attended by all the 20 district officers of the department.
National level Wado Kanshinkai Karate training begins
ITANAGAR, May 01: A five days national level intensive training, grading and referee/judges' clinic of All India Wado Kanshinkai Karate began here on Sunday.
Besides host Arunachal Pradesh participants from Assam, Manipur and Maharashtra are attending the training.
Shihan Y Choaba Meitei, Head of Wado Kanshinkai style of Karate will conduct the camp. He is one of the senior most Karate experts and administrators of the country and first in the country to qualify for Black Belt 6 DAN in Wado Kanshinkai Style of Karate.
Arunachal Karate Do Association (AKA) President Shihan Likha Tara, who declared the training open, advised the participants to maintain strict discipline and practice hard to achieve success. He cautioned the players, particularly from Arunachal Pradesh, not to play the sport with the intent to land a government job only but play it for the State, Country and one's own glory.
AKA vice president Dr. Marli Ete, general secretary L Marik were present on the occasion, among others.
The training programme is organized by Arunachal Wado Kanshinkai Karate Do Association.

Success matters
Yet another scheme was launched today by Prime Minister Narendra Modi. Under this Pradhan Mantri Ujjwala Yojana, free LPG connections will be provided in the name of women members of BPL households. In the first year, one crore and fifty lakhs such connections will be given and the target of 5 crore will be completed in three years. The Rs 8,000 crore scheme is targeted to provide 5 crore free LPG connections to poor families across the country. Ever since coming to power at centre, the BJP led NDA government has launched series of schemes. However, big question mark hinges over success of these schemes. Earlier launched scheme has not made any substantial progress.
Pradhan Mantri Fasal Beema Yojana, Start up India, Make in India, Digital India,
Atal Pension Yojana, Jan Dhan Yojana and Digital India are some of the major schemes
launched in the last two year. The ambitious Jan Dhan Yojana programme was started
in August 2014. In this scheme financial inclusion of every individual who does not
have a bank account is to be achieved. Initial indications from the data on Prime
Minister's Jan Dhan Yojana (PMJDY) are that the grand financial inclusion scheme
of the Narendra Modi government has failed to achieve its original objective. Another

Request to AACWA
Dear Editor,
Through this daily, I request All Arunachal Contractors’ Welfare Association (AACWA) to depose the bandh call proposed on 2nd May 2016. The two point demands of AACWA are very genuine and I appreciate and endow your demands.
But the way you choose to fulfill your demands is not a right one.
Meanwhile, State Government is facing financial crisis and in such harsh period, bandh call will create more hazardous situation of the financial health of the state. The bandh call will harass the general public, daily wage earners earners and the students and will not add single penny to the state exchequer.
Bandh call is not a solution; rather it will open more doors for the problems. I am also penitent that the State Govt. put restrictions on the payment of the cheques but Bandh will not solve such problems permanently.
Bandh may fulfill your present demand but for the good health and prosperity of a state, it is harmful. At the same time, the Rajiv Gandhi University is conducting its semester examination by 2nd May which will disturb the smooth conduct of the examination.
So, I request AACWA to annul their bandh call and resolve the matter with concerned authority for the larger interest of the state.
I also request the State Government to come up with new policies to deal with the financial problems in the state.
I once again appeal AACWA to cancel its proposed bandh and continue their services for the development of the state.

Artificial Dam that lead to water scarcity
Dear Editor,
Through the reader's forum of your esteemed daily, I would like to highlight the hardship we facing due to lack of water in the State's capital.
A dam is created for the benefit of the people at large. In the first place a dam provides electricity. Secondly, it also provide water supply to a town where there is no water source apart from other tertiary benefits like fish culture. But ironically the artificial man made dam that was created near hotel PYBSS Hotel brought many woes for the common people of the state capital. The disaster was successfully averted by the Capital Administration authorities by breaking the culvert and tearing apart the NH 415 using high tech machines in order to release the accumulated water. But at cost? Ultimately, once again the sufferers and victims are the common men.
Following the breakage of the culvert and subsequent digging of the NH 415, the state capital is witnessing unprecedented traffic congestions once again which are becoming nightmares for the common people and the office goers. But this is not the only problem the common people are facing. While breaking the culvert and digging the NH 415 many water pipelines and telephone cabled have been snapped off. As a result there are no water supply in the certain colonies of the state capital for the last 10 days. People have to depend entirely on rain water for the daily requirements. Now the simple questions are...who are responsible for this mess leading to untold miseries of the common people.
Dy. Commissioner of the state capital on record has notified "that the building constructed unscientifically…causing blockade of drains, culverts…need to be sealed immediately” .
Are we made to suffer because we are aam admi, a kind of fruit that does not have any voice? How long the misdeed of some people should be force down to the throat of the common men?
Lastly I request the concern administration to arrange some alternative at the earliest to restore normal water supply in the state capital.
We can live without road. We can live without telephone connection. But we cannot live without water.
